The Office of the City Planner is the lead agency responsible for all phases of planning in the City of Brockton. The Office assists the Mayor and the City Council with public policy information and analysis. The Office performs demographic studies, analysis and preparation of plans, and implementing actions including, but not limited to: The Comprehensive Plan, Zoning Ordinance Review, Fair Housing Plan, the Five Year Recreation/Conservation/Open Space Plan, Small Area and Neighborhood Plans, Land Use Plan, Transportation, and Economic Development.

 In addition, the Office of the City Planner provides staff support for the Planning Board, Industrial Development Financing Authority, and the Conservation Commission. The City Planner is a member of the Mayor’s Economic Advising Team and chairs both the Economic Development Incentive Board and the Mayor’s Housing Advisors.

  It is important to note that in July 1991 the Office assumed full responsibility of the Conservation Commission’s day to day operation and is now responsible for the implementation of the Wetlands Protection Act, MGL 131, in Brockton. Activities include, but are not limited to: Review of Notice of Intent applications and review of Certificate of Compliance requests to ensure compliance with the Order of Conditions.

 Ongoing projects include (but aren’t limited to): update of the City’s Open Space Plan, update of the Master Plan, Greening of the Salisbury River Project, Development of a Guide of Permitting Process, Revision of the Sign Ordinance in a C-3 Zone, inventory of Downtown Vacant Space and Reuse Analysis, Neighborhood Renaissance Program Project Identification, Development of Green Space Parking abutting Trout Brook, development of an Economic Corridor, Implementation of an Economic Development Incentive Program, Developing a Site Review Ordinance and process to expedite permitting, and grants for Flood Hazard Mitigation.
